Россию ждет дефицит топлива
Летом 2010 года в России ожидается дефицит бензина, пишет «Российская газета». По мнению экспертов, это может привести к удорожанию топлива на 10 процентов.
Нехватка бензина может возникнуть в результате ввода нового технического регламента «Евро-4». Это потребует от нефтезаводов проведения реконструкции, а значит, и временного снижения производства. По мнению директора Русского топливного агентства Сергея Цукасова, дефицит позволит компаниям завышать цены на топливо. Удорожание станет заметным ближе к июню. Скорее всего, оно составит 8-10 процентов без учета колебаний цен на мировом рынке.
Реконструкция нефтеперерабатывающих заводов и установка на них нового оборудования закончится в конце 2010 — начале 2011 года. До тех пор бензина будет выпускаться меньше, чем обычно. Зато после модернизации аналитики обещают возвращение прежнего объема топлива, причем его качество будет лучше того, к которому привыкли российские водители.
Кроме того, в следующем году цены на бензин могут снизиться. Это произойдет, если правительство примет закон, по которому размер акцизы будет зависеть от класса бензина, рассказал вице-президент Российского топливного союза Евгений Аркуша. Чем выше класс бензина, тем ниже будут акцизы на него.
По мнению экспертов, главные причины высокой стоимости топлива в России — монополизм на рынке и высокая налоговая нагрузка. С первым уже пытается бороться Федеральная антимонопольная служба, которая предлагает ввести единую формулу цен для всех участников рынка. Что касается налогов, то в настоящее время на них уходит 60 процентов прибыли компаний, тогда как в США — всего 20 процентов. По словам Евгения Аркуши, при «американских» условиях бензин Аи-92 в России мог бы стоить 12-13 рублей за литр, а не 21-22 рубля, как сейчас.
Ранее сообщалось, что топливо будет дорожать из-за роста цен на оптовом рынке нефтепродуктов, а также из-за сезонного фактора.
