«С полуночи 7 сентября взимание дополнительных надбавок к таможенным пошлинам прекращается, – сообщила глава пресс-службы ведомства Светлана Судак. Срок их действия установлен законом, поэтому для отмены не требуется никаких подзаконных актов, включая распоряжения Гостаможни». Таким образом, импортер при ввозе на таможенную территорию Украины автомобилей будет платить 10% их стоимости, холодильников – 5-10% стоимости (в зависимости от объема). Введение шестимесячных временных таможенных надбавок было требованием закона «О внесении изменений в некоторые законы с целью улучшения состояния платежного баланса Украины в связи с мировым финансовым кризисом», вступившего в силу 7 марта. Верховная Рада обязала Гостаможню взимать 13% со всех товаров некритического импорта, однако Кабмин 18 марта сузил действие надбавки – с 25 марта ее платили только с холодильников и легковых автомобилей. Право отменить взимание пошлин с этих товаров Кабмин потерял 23 июня, когда Конституционный суд лишил правительство таких полномочий.
Тем не менее, надбавка продержалась 6 месяцев и сильно отразилась на авторынке. Ситуацию спасли лишь огромные склады, которые импортеры сформировали до 6 марта. Как оказалось, их хватило, чтобы торговать 6 месяцев и даже еще осталось. Сейчас импорт автомобилей в Украину значительно увеличится, так как импортеры будут торопиться ввезти авто с зарубежных складов и успеть их распродать до появления автомобилей 2010 модельного года.
Означает ли, что с отменой 13%-ой надбавки подешевеют автомобили? Импортные — нет, так как эту надбавку почти никто не платил, а все торговали со складов. Возможна лишь коррекция цен в премиум-сегменте. А вот общий ценовой уровень начнет расти из-за девальвации гривны. Сейчас дилеры будут активно пополнять ассортимент, но будут вести осторожную складскую политику.
