В Украине могут сильно подорожать авто с двигателями свыше 3 л. Таблица новых акцизов
Кабинет Министров заканчивает подготовку Бюджета-2010, в пакете с которым готовятся и другие законодательные акты, направленные на увеличение доходной части. Как уже сообщалось, планируется увеличить акцизный сбор на коньяки и сигары, ввести налог на недвижимость свыше 300 м2, а также увеличить акцизный сбор на автомобили с объемом двигателя свыше 3000 см3.
Притом рост ставки акцизного сбора будет еще и варьироваться в зависимости от стоимости авто.
Публикуем таблицу возможных изменений.Итак, в существующей редакции планируется увеличить акцизный сбор следующим образом:
- На автомобили с объемом двигателя более 3000 см3 и ценой до 50000 Евро акцизный сбор составит 1 Евро с 1 см3;
- На автомобили с объемом двигателя более 3000 см3 и ценой 50000-100000 Евро акцизный сбор составит 2 Евро с 1 см3;
- На автомобили с объемом двигателя более 3000 см3 и ценой 100000-150000 Евро акцизный сбор составит 3 Евро с 1 см3;
- И на автомобили с объемом двигателя свыше 3000 см3 и ценой свыше 150000 Евро акциз составит 4 Евро за 1 см3.
Для сравнения, сейчас акцизный сбор на автомобили с двигателем свыше 3000 см3 составляет 1 Евро с 1 см3, но без привязки к стоимости автомобиля. В случае, если законопроект будет принят, то удорожание автомобилей, чья закупочная цена превысит 50000 евро, но меньше 10000 и объем двигателя более 3 л, грубо составит V*1,2, с учетом НДС и др. платежей. То есть, если объем 4 л, то нужно будет уплатить дополнительно 4800 евро, если 5 л, то 6000 евро и т.д.
Такой законопроект создаст беспрецендентное поле для коррупции. Представьте, если автомобиль, скажем, стоит 50500 евро, какой больщой соблазн будет его представить за 49900 Евро и сэкономить половину акциза. Еще больше соблазнов будет для автомобилей на грани 100000 Евро, ведь там цена вопроса — уже двухкратный акциз!
Как сообщил Генеральный директор ВААИД Олег Назаренко: «Верояность принятия подобного законопроекта очень высока, поскольку его поддерживает и Кабмин и коалиционной большинство. Автомобильный рынок, который только-только начал подавать первые положительные сигналы, опять стал заложником популизма и принципа «богатые заплатят за бедных». В итоге, кроме как к сокращению импорта, и падению доходов бюджета такой законопроект не приведет» — резюмирует Олег Назаренко.
